first the controller and mouse and keyboard allways control the same guy the one on top and the game is allways one on top one on bottom i want the one left one right but wont change some one help plzzzzzzzzzzzzzz

There's setting under options to adjust these things, I forget where exactly probably under Split Screen.

There will be a setting for the screen layout there somehwere.

As for the controller issue, there's a setting for how the controls are managed in the somewhere too. To fix your issue, switch through all the different controller options and then back to the one you want to use and see if it works. It seems the controls are glitched out and don't work when you first activate split screen, and you'll have to cycle through the options to get them to start working correctly.

ok thx i did se those settings for the controller stuff and split screen but they did not work but i will try what u said and fix the glitch but if some one could give me a better guide on how to do this stuff lol
