Great game.. BUUUUUUT
It's too damn hard. even on easy the ammo is FAR too scarce and baddies do WAY too much damage. but then again games from this era were harder because people wanted to get thier money's worth.

you can lower the difficulty at any point of the game if it seems too hard.
You're not supposed to shoot everything to death, you're supposed to beat a lot of baddies to death with your wrench / laser rapier / crystal shard.

I started on normal mode then. Then went on easy mode.

On easy you have 75 starting health (WITHOUT the +2 endurance Year Bonus)
On Impossible you have 10 Starting health.
A pipe hybrid hits you for 10 damage when you're unarmored.

Solution? Get hit less. Ammo? There is plenty. (Except for grenades) Learn how to manage your inventory and don't shoot everything that moves. That's what the melee weapons are for.

That's a good thing. The game has some replayability (not immediate replayability) in the tech tree, random item/monster respawns, and so on. The difficulty is to make it as challenging the second time and third time as the first.

This game isn't "too difficult". Modern games, which have marketing campaigns and audiences that a game like System Shock 2 would have dreamed of, are "too easy" to accomodate the most people possible.

It's fairly difficult even on the easier settings up until you get the elevator working. Once you cleared out the first two available decks, you should have enough cybermodules and supplies to be fine for the rest of the game. It can be pretty hairy until then, however. I frequently am carrying 2 or 3 pistols for when one of them breaks.

There's a shotgun available on the MedSci deck that never breaks. This can save a lot of time and effort in maintenance probes and the skills to support them. Ambush shotgun hybrids from behind with the wrench and loot the one shell left in their jammed gun to keep yourself well-stocked.

I for one actually enjoy the well-made survival horror elements of this game... except that horrid "Body of the Many" segment.

I blame the fact it both got rushed, and the fact that the level you mentioned is essentially a boss level.

I actually liked that the game was hard, the fact that ammo was hard to find in the game made it feel more rewarding when you come across it. It also teaches the player not to waste the good ammo on easy to kill baddies which added an intense survival horror atmosphere. My biggest problem with the game is that fact that if you don't invest your skill points into certain skills, you're basically ♥♥♥♥ed and unable to countinue the game.

It's all in the wrench bro. Gotta get good at melee to conserve ammo for when you really need it, that and researching to get damage bonuses for your attacks against specific enemy types as well as unlocking the use of certain items/weapons.
