Could it be, that you got confused due the fact, that clicking on a blacksmith does not actually open an pop-up window, but there are buttons for interaction:

As I had three, I started to think "are these some sort of tabs, let's try clicking them if something will get changed"...
Also I had to notice that the button on the right got active (where you can haggle about the price).
So don't worry, you are not the only one who nearly missed that :)
