right click MKKE.exe go to compatibility and click "Run this program in compatibility mode for: Windows Vista (Service Pack 2)". Then hit ok and right click the exe again and click run as administrator.
DirectX 11 =/= DirectX 9 They are completely separate things. I can see you have many games on your profile, so one of them surely has installed DirectX 9 via Steam before. Perhaps the GTS 250 is the problem? Is that worse than the minimum required GTS 8800? I am not sure how the numbers differ with nvidias older cards, but my guess is that maybe your GTS 250 is not actually a DirectX 10/11 capable card, and compatibility mode is forcing the game to use DirectX 9 instead of a newer version which is causing a crash. The game does state it does NOT support DirectX 9 on the store page, however users are reporting the game actually does run in DirectX 9 anyway /boggle.
