Steam should not let game developers sell broken games on steam, this is just poor management from steam and promotes a negetive relationship with the steam client as a games hub.

Really once a game is known to be broken it should be communicated by steam to the publisher or/and developers and then if the game does not show any signs of improvement it should be removed until it is fixed. Leaving the hub up for the game so people still can use it for information, etc etc. only you cannot buy the game. Or be free until its fixed then on fix it would cost.

Really anyone who buys a game (in the UK at least) and does not get what they have paid for can actually open a case with the small claims court at no cost to themselves (free if you win or lose) and get the money back. All you have to do is write a small statement about what was advertised, what was expected and what you have bought. You do not even have to be there for the court appearance you just need to make sure you have all the relative information. Printed screen shots explanations of why the game is not delivering what they had promised, printed advertisement of the game, and the system or systems you have run them on. Reviews cannot come into this because that is not what has been advertised by the description and it is the description that is released to sell the game and stating what they are giving you.

You are paying steam so it is them you need to take to court not the developer it is their responsibility to obtain the money from the publisher/developer to compensate themselves

That should get steams attention! and they will have to do something about it or risk thousands of court cases. After all, they leave them up so they can make money from them so they do not care. And steam support is a joke it took months to get a reply and the reply was not helpful ive had to re-email them to find out where my missing game went.

If you really want to keep the game just buy it again after but obviously you cannot claim for the same game twice.
