Unable to terraform desert planets
I can terraform everything else but planets that start out as desert. For some reason they won't terraform at all. And don't ask about tech levels or research, been there, tried that.

I have noticed that if I conquer other race's home planet it some times don't let me terraform it. I don't know a reason for that any how.

I've made that experience with conquered planets.

Terraforming is based on the local population race so if you conquered a planet via invasion and the planet type is already at optimal (for them) you won't have an option to terraform.

I colonized these planets. I only have the option to maintain or neglect them.

Can you tell me what is your race native world (homeworld type) and I'll see if I can reproduce it or send a report and I can take a look at your saved game.

Sorry, I re-installed the game and all the issues seem to have cleared up. That other games was behaving weirdly, there was just too much varying fluctuation with command points and cash from turn to turn my last turn I went from 12 command point to -31 & -305 cash without building anything. I tried scraping every ship I had and it didn't help, so I gave up and re-installed.

Did you have a lot of governors actives in your colonies? That could point to a potential problem. Also, the configuration for all governors (the blue gear icon in the colony screen next to governors) should not have 100% of your budget that can be taken by your governors. Put 95% if you want but keep some cash for your spending or it might do some stupid things sometimes.
