Well if your friend bought the game through Uplay or bought the disc then he needs to go to http://www.ubi.com/US/Downloads/Category.aspx?dcId=63 and download the latest patch and install it. Problem was on Ubisoft's end with their auto installer not working.
**NOTE** people who bought the game directly through steam need not do anything only people who have downloaded it from Uplay from Ubisoft.
EDIT: Also check you folder for your version of Splinter Cell if it isn't the same you'll never connect. Location should be in the Splinter Cell Folder.

We've both got different versions, but I can't access the patch on the site you gave me; it says the server is not found. :(
It seems though that Steam users are getting a new patch as well 1.07 update as of now, so you might wanna have your friend log in and see if a new update gets applied to SC before downloading, because it might just be for compatibility for other versions which will save you time on the dowload.
