Wont go past 24FPS in fullscreen mode
I have i5-4670k and GTX 780 SC so i know it has nothing to do with my system. When i go to winowed mode, i get a solid 60FPS. In fullscreen it doesnt go above 24. Is there a fix and if not, are they working one?

It's an EDID issue with HDMI. If you're using HDMI to connect to your monitor you might want to switch to the DVI connection. If you're on a TV you might want to search these forums for a fix as there is a couple out there (borderless window mod mostly). Also, the Platinum game devs are aware of the issue and troubleshooting it. It's all over their Twitter.

Are you connected via HDMI? The game clearly has a bug with 1080p via HDMI and is pushing a "movie-friendly" refresh rate of 24hz.

Can't believe they didn't catch this in QC. You should be able to get 60fps at 720p (I can), but the game then looks like a last gen console.

Guess we have to wait for a patch (or hope that one comes).

Yes, im connected to my 50Inch Vizio via HDMI. I just went through the forums here and seen theres other people having this issue. I also get it with Crysis2. That never got fixed. I hope this one does. Until then, i can just play in fullscreen borderless. Thanks for your replies.

This works for me and several other people on GameFAQs, didn't work for Macchio unfortunately, but it doesn't hurt to try I suppose. All you have to do is unpack it, run it, and minimize it to your system tray. Just make sure that 1920x1080@60hz is enabled in the utility itself. :-)

That utility didn't do anything for me, but if it works for others, you should certainly give it a whirl. What did work for me was the Fullscreenizer which basically allows you to run fullscreen borderless.

I just tried DirectRefresh and Metal Gear will not start while it's enabled. I tried it after the game already started and it made the game crash. Oh well. I'll have to wait for the fix or play windowed. I hope they fix it soon.

Open the program, in game set to windowed mode then click refresh and select MGR. Hit fullscreenize and voilà, enjoy your 60fps fullscreen"

This worked for me and should for you as well as it will avoid the EDID bug and run in a borderless window.

Green, are you by any chance running MSI Afterburner or any other utility that uses a DirectX dll hook? I can't think of any other reason why it wouldn't work for you as we're using extremely similar hardware. I see you mentioned Crysis 2 in a previous post... believe it or not, but Direct Refresh also fixes Crysis 2 for me. Anyway, I hope they'll fix it soon so I can re-enable EVGA Precision and disable Direct Refresh.

Im running EVGA Precision but nothing is OC'd.

I tried Crysis 2 for the heck of it and when I started it up, before I could use fullscreenizer, and it now works in fullscreen mode at 60fps. It's been like 3 months since I played. Idk. I'm playing in 3D right now (side-by-side), at Ultra settings and I'm getting a steady 60fps. It looks amazing in 1080p 3D. I don't have any of these programs running but I did Pixel Overclock in evga precision to 100Hz. My Tv is a 240Hz but I can only OC to 100Hz. But I play a lot of games at 100fps with vsync on now because of the OC. It's pretty sweet if your connected to an HDTV that has 120Hz or more.

I had this problem in Crysis 2 whenever I tried to play it on my TV. The workaround that I've found is to boot up the game, set it to windowed mode, play a level quickly (just to make sure that it's set in the config file), close out of the game, reboot it and when the game loads up, hit "Alt+Enter" to enter fullscreen mode. I haven't tried if this works in this game though (I just bought it and due to my slow-ass internet connection, it's gonna take me at LEAST a day and a half to download this ♥♥♥♥), but please respond if it does work.
