Don't use HDMI cable, or get the fix from this forum by searching it (it's known to work. If it doesn't work for you, you're doing something wrong). Alternatively get a better computer which I say because you didn't post your hardware specs (as long as you have a decent CPU, the MGR can run on almost any modern GPU. Even on the integrated ones 60 FPS). Update the display drivers, update other drivers, close off all the unneeded background services and applications, update Windows with Windows Update, close anti-virus and alike programs from the background, etc.

And make a support ticket to Konami's support center about the issue. Otherwise it will never get fixed officially. That's also the way to ask for refund if the Steam's own support doesn't answer to you. Steam doesn't generally give refunds unless the game is completely broken.

You guys need to be more specific because it seems like the problem is specific to certain configuratioins/hardware/people because I run a rock solid 60fps, rarely dropping from between 56fp-60fps. Of course I have a beast hardware, it cuould be your hardware isn't strong enough, who knows. But my specs is i5 4670K 3.4GHZ, 8G ram, GTX770 Sli.

Well i guess if you didnt look what hardware you need ... why would you get a refound

Not to mention that I played the whole game through with my mid-range i5-3230M, 8GB of RAM, and Intel HD 4000 the first time I played it. It's not a hardware intensive game.

The MGR appears to have a some kind of bug that causes hardware to submit wrong kind of HDMI EDID handshake to display. There's plenty of things that could trigger it, but the main gist is that the display then goes for example these modes:

...
32 1080p24 16:9 1920x1080p @ 23.98/24Hz
33 1080p25 16:9 1920x1080p @ 25Hz
34 1080p30 16:9 1920x1080p @ 29.97/30Hz
...
60 720p24 16:9 1280x720p @ 23.98/24Hz
61 720p25 16:9 1280x720p @ 25Hz
62 720p30 16:9 1280x720p @ 29.97/30Hz
...

These people should not use HDMI cable, their current display, try alternative graphics card, the selected display mode (i.e. lower the resolution to something else than what they're chosen from the settings), or or or or or.... and so on...

I hope this fixes things for you - it did for me. Everything went smoothly after that:

How is that thread STILL not pinned though?

Because Konamiman has not showed up to pin it. I wonder if people have even bothered contacting him and asked politely to come so it could be pinned.

Get a better computer and read the requirements for this game if you can't run it

Refund procedure: In the future learn to RTFM and STFU. Reading comprehension (especially for system requirements and readily available online fixes) is key in today's society. Perhaps study harder for the SATs?

It could be setting anti-aliasing too high (as has been said you haven't mentioned any specifics so I can only assume you've tried to max it out) I had major fps drops at times, especially during blade mode but lowering this made a huge difference.

Its worth fixing cos the game is freaking awesome, some bosses are a bit more annoying than they need to be at times but worth it in the end, especially for that one simple line.... "nanomachines son"

I have played so mnay games (also ubisoft and EA origins accounts )but never experienced such a annoying problem.I understand some games are badly optimized I can forgive them but this issue is not acceptable as a customer. For the first time I want refund, this broken game dont deserve any money;shame for developers who dont care their games whatever the game is great or bad.

Just download the ForceFix that other people suggested:

The 24fps is an issue with HDMI connection. Download the ForceFix (it's a very small program created by one user of these forums), leave it running in the background, then play your game. Easy peasy.

This is not an issue with the optimization(s). What's your display and what cable you're using to connect to that display from your video card?

If you're using HDMI which is very very likely since you're seeing the 24Hz issue. And if the software hack doesn't work, then use some other kind of cable between your system and the display... DisplayPort, DVI, or VGA are all good choises.
