No. The story is self-contained in Metal Gear Rising. There are references to past events, and characters, and so on from Metal Gear and Metal Gear Solid but you don't need to know any of that stuff.

There really is a great difference between both games, they were also developed and produced by different people (apart from Kojima productions but they had a smaller involvement in metal gear solid). Also in Metal Gear Rising, there is no reference to the Diamond Dogs group and there are different characters which sucks. If you don't have Metal Gear Solid but got Rising, I really don't see a need to get the Solid series before, but I would say they are all great games!

Storywise yes, It takes place after MGS4.

Gameplay wise it's a completly different animal made to look like MGS.
It's like if you took a horse and painted it like a giraff. It's still a horse but it looks an awful lot like a giraff.

But for 10 euros it's a good game for Metal Gear Solid Fans

Man I didnt half of what was going on in this game... and its all because I never played MGS4... not my fault it was PS3 exclusive ..

Be honest, if you had the choice you would rather take a giraff to ride than a horse, especially its a badass ninja-cyborg giraff which is cutting everything in half.

In short, no you wont miss anything from actual storyline if you just skip this game.
If you hate Raiden like majority of the world, you may as well skip the game since it offers nothing new nor canon.

Yes there are still people who hate great character development and interesting new writing techniques in regards to story presentation through a third person. You know that was intentional design decision, and one of the things that make MGS2 so beautiful adult game. Let me link you a video that spells out everything to you, underlines the important parts, and bolds the message in cat size letters so that even people like you can understand what the game was and is about.

It would interpret it the way that the players didn't want to play as someone who was like themselves, i.e. "wimpy".
