Well, your graphics card do meet the minimum requirements, but it's no overkill.
I guess you game on a portable?
Tecnically, you should be able to launch this game. Your graphics card is a couple of years old, did you update your graphics drivers?
If not, please do so. No matter where you ask, you will be asked to do this. Always current graphics drivers.
When you try to launch the game, and it fails, a message is put in your event viewer log.
I'd look this up, then contact the game's customer support.
They will probably be able to tell exactly why it fails.
Very sorry I couldn't do more.
Good luck.

ATI Radeon Mobility HD3650 is from 2007 and already then it couldn't play alot of games on high settings nor higher resolutions (1450x900 at highest or some such). The possibility comes to mind that the game is pre-set to a too high resolution for the card to handle. This is a possibility albeit unlikely. And as mentioned above, always keep your drivers up to date.

How could I find the Event veiwer log? And yes, the drivers are updated.

Sometimes I try to launch some games with a laptop, but quite often, the game fail.
If you are on the limit of the minimum requirements, it often fails.
This might be caused by applications running in the background "stealing" resources.
All programs and processes takes up memory, so even if you have 4gb of ram, it doesent mean you have 2gb ram available for the game.
However, there are so called "Game Booster's" out there. You could check out some of those. They are supposed to free up some memory and shut down processes you probably won't need while you game.
This is one of them:

Any news? my friend is having a similar issue with the game and I cannot figure what it is. Can't get it to run on windowed because I can't figure out how to set it up, and the game won't start for him either. Vista as well and the Radeon Mobility 3650
