Are you saying that you have noone working at your high school? If so, you need to import a foreign worker to fill that job which will allow you to educate your own citizens.

play the tutorial it will show you how to hire foreign workers. if you have no teachers you can't have students. you have no use for two schools if you dont even have one running. each teacher will unlock a small number of students to be allowed per teacher

even if you hire people all the time they will just leave the job 5-10 mintues after and you end up with same problem (this is a error in the game coding) that the devs simply ignore
same bug is in all the other Tropico games they never has sorted it out and fixed, but still keep make dlc´s and other versions

If your teachers leave school for other jobs, simply adjust the salaries accordingly. I pay my teachers handsomely and the result is actually that it's hard to get anyone to work as anything BUT a teacher...
