I see the bad reviews all have 2 things in common:
1. They expected this to be some crazy cyber-punk-meets-LotR-esque-meets-The Matrix game. They don't realize that Shadowrun is its own universe, and are somehow disappointed that it's not more stock and generic with.
2 (and this it the big one). They have no idea that there is a kick-♥♥♥ built-in editor, and haven't perused the Steam Workshop (which is GREAT with this game!)
The editor, dude. The editor is excellent, the fan-made content is (mostly) good, some of it is hilarious, and some of it is truly epic. Add on to that the fact that you can make module-based runs to continually take your character through different missions and test his/her mettle and to evolve his/her own personal history and you have somthing that...well...that is cool as Hell. Most of these negative reviews are focusing on a lot of the "meh," in the fact that this is a digitalized pen-and-paper game put to a very personal Game Master-to-Player style (which I think was done quite well). IE: The single-player stock campaign was meant to be an opening module (and is, actually, quite fun on its own!), and the real game is in making your own story, advancing the Shadowrun universe, creating your own world, or in playing other people's campaigns and taking your character THROUGH all of that.
The community is great, the editor is easy to learn and very versatile, and the game itself is a lot of fun. All in all, worth the $15, and TOTALLY worth it if you find it on sale for anything less than that.
