Looking for Mr. Delilah (spoilers)

I just got back to the Seamstresses Union after rescuing Coyote and finding the gems she was looking for. I heard Mr. Delilah likes to hang out by the back bar (which I assume is in the VIP section with the dancers on platforms), and I'm trying to find him to give him the gems he wanted, but I can't find him anywhere. Am I looking in the wrong place? Or am I supposed to look for him after I go down and talk to the doc in the basement? Thanks for the help from anyone who's already played this far.

Found him after talking to the doc and after inspecting the bed downstairs and talking to Coyote again after the bed.
