The rest of us have to pay for it as a DLC. It's not that big of a deal, and it gives HBS more money to improve the game or any future games they may make.
They look like they are listening to fan feedback judging by the changes listed for the new campaign. That's worth paying for, in my opinion.
I expect Dragonfall will be somewhat better now that they have heard our feedback. Its features will probably improve the UGC options as well. Don't know if it's longer than DMS, but I'm guessing it will be. They are saying it's "full-length", but that could mean anything.
If we do get that in a patch because we should get that then I might spring for the addon BUT if they are planning on holding that new much needed option hostage and give it to only people who buy the addon then they wont get another dime from me.

Ah, good catch. I haven't been reading those updates very closely after release. Yeah, somewhere around DMS lenght sounds about right from that info.

Given the cost, I would personally prefer to wait until the DLC goes on sale but nowhere do they say that the base SR:R will be updated with those features. If they force users to purchase the DLC to add functionality to DMS, then that is the worst kind of micro-transaction. (Although $15 is hardly "micro-".)
P.S.
I really don't want to spread FUD and personally hope that I'm wrong about the direction HBS is going. That said, if they are planning on updating DMS with any of this functionality, then it seems like there would be a less ambiguous way of announcing it than solely in Dragonfall's features.
