Source please, every piece of information i have seen points to "free for backers" and not free for everyone
There was also a period of Paypal "backing" of the game, and based on their pledge level, the same is true,
Later on, there was a pre-order period, also via Paypal. It was very clearly described and presented as a pre-order, and was not part of the earlier Kickstarter pledging. However, there were premium pre-order packages that also included the "Berlin DLC" (now called Dragonfall) that will get the expansion with their pre-order.
There was also a limited time offer of a collectors edition up for pre-order (EDIT: NOT) on Steam, that includes the Berlin DLC (Dragonfall expansion). The Collectors Edition was limited time only, and is NOT the "Deluxe" edition.
Most of these were offered at various times, not all at once, so at the time they were offered, there was no confusion about what was being offered, unless someone didn't pay attention to what they were reading, which is quite common 'round these parts. ^_^
My bad, chummer. I missed a word in there. The Collectors Edition was NOT on Steam. Somehow editing as you write something, sometimes causes important words to magically disappear. Rassa-fraggin-!@#$ ^_^
HBS DID promise the berlin DLC to people who bought the game on steam , and promptly changed the tune shortly after relese .

Image out of context. There were words surrounding the image, in a Kickstarter Backer update defining the difference between DRM enabled versions on Steam and non-DRM enabled versions of the game, specifically for Kickstarter Backers. This was never posted on Steam by the developers and was never intended for post-Kickstarter Steam buyers.
And no one ever "backed it on Steam" - they either pre-ordered it, or purchased it on Steam. It was never available for "backing" on Steam.
EDIT: You should also note, that the information in the image is outdated, as non-Steam, non-Kickstarter, DRM-free versions of the game are now available, as will be the Dragonfall expansion "DLC" for the DRM-free versions. ^_^
