It's probably either outdated drivers or unsupported hardware.

It's always a good idea to check system requirements, especially if you have an older and portable/lower-end computer.
It's not that simple, unfortunately. Just because a game looks or "seems" like it would run on old hardware, this is often not the case. For example my brother has an old HP laptop circa 2005-2006 that has:
1.8 GHz AMD Turion™ 64 Mobile Technology ML-34
1.5 GB RAM
ATI RADEON XPRESS 200M IGP w/ 128MB DDR RAM (dedicated)
As you can see the specs are similar to yours. I tried some games on it like Braid, LIMBO, Bastion.... and you might think: "Oh, these are 2D games so they may work, right?". Wrong, they will not run at all! Even though they are not games that use 3D rendering, many newer games utilize features that are not available on hardware that is too old. And while Teleglitch may be a top-down shooter it does appear to use some degree of 3D elements and rendering, even though graphically speaking it not a beautiful game. The real-time line of sight calculations, distortion effects, and just the way the camera zooms and rotates are attributes that you would associate with a 3D game.
Those types of things are especially problematic on laptops because they tend to lag behind desktops in terms of hardware performance, unless you spend a couple thousand dollars on something like an Alienware notebook that is specifically intended for gaming. Not only that but my brother's laptop has integrated graphics, as does yours (ATI Radeon Express is integrated), which generally speaking doesn't have the same power and capabilities that a discrete solution would. Integrated graphics is always a crapshoot when it comes to gaming. Some things might run, others may not, and there are no guarantees. Many developers/publishers even put disclaimers in the system requirements that laptop versions of hardware that is capable of running the game are not officially supported because the results can often be too unpredictable.
Anyhow, having said all that, it can't hurt updating your graphics drivers and seeing what you get.
If it's a hardware limitation there is really nothing you can do, short of upgrading to a newer/better laptop of course. I can't speak for the developer or the support team as to the specific requirements so I can't say for sure.
I think I saw a couple of threads on the Paradox forums in the Teleglitch Tech Support sub-section about screen issues with the game not displaying properly (whether off-center or even partially upside-down), so that might be worth reading through.

On the upper right go to "Find a Driver" and select Motherboard/Chipset followed by Radeon Xpress series.
It might also be worth checking your system manufacturer's site for newer graphics drivers than those on ATI/AMD's site, but I kind of doubt that they would be. System manufacturer's don't generally do a good job of keeping up with that.
Anyway, because the system is so old you may not find anything newer than 2010.
Having said that, if anyone is having this problem I would suggest looking in the Teleglitch Support forums on the Paradox site, as I believe I saw a couple of related threads that might be worth reading through to see what resolution there may be for this issue.
