edit: do not attempt a Freedom Seekers start with .25 hunger, all everyone will be doing is food stuff for 3-5 weeks and constantly starving the first 2-3 weeks unless you steal or direct enemies into each other for easy pickings* had to buy bulding materials because there was no time i could afford to spend away from the food generation to do mining for the first full month
(and i had to go into town 2-3 times to buy food)

Got it, I'd been manually filling it to the farm maximum number, but the NPC's will only add water when it is nearing zero with no barrels stored in the farm.
There are other combinations of hauling / operating that will make they spaz out. Just keep an eye on them and fiddle till things go like you expect they should. (don't be afraid to assign you're partially Idle farmers something "not farmerlike" if it makes things click)
