I finished the game 100% but they keep moving the finish line back...

Just Cause 2 has TONS of things to do toward 100%. It's absolutely massive and takes hours and hours to even get close. (For instance, I've got 146hrs into it.) But there's a bug. One destructible object - a water tower, out of 221 water towers in the game - is accidentally located beneath the surface of the world and cannot be destroyed, so that the best you can do is 99.95%.
It's just so awful and evil!

Update.... I have now since ♥♥♥♥♥♥ my 100% AGAIN!!! and only yelling at the computer a couple of times.
