I'm not sure if Parody would cover it. Perody means creating someone with similar traits, but is clearly not the same person.
At the same time, Trump is a public figure, so there's a bit more leway here. Unless the developers got permission directly from him, they probably don't have a case solid enough to avoid a lawsuit.
