Prisoners not releasing

I have prisoners that will not release. I will take a screen shot later. For now though, no they do not have any needs, they have fulfilled their sentences. They are not in a staff area only (I dont think) I basically have a single Prison, (day 2) consisting of an office, canteen, kitchen and holding cell. The holding cell has 2 large jail doors, one that leads right out to the delivery area, one that leads to the canteen and kitchen. He just stands there doing nothing. The only thing I can think of is that I built a fence around the ENTIRE building. Road and all. Does there need to be a break in the fence for him to release? If so, how the hell do I remove a fence. I have tried removing, demolishing, bulldozing, even replacing dirt or concrete in its place. The workers refuse to do anything with it.

Picture please, so I can see. Plus it's a common bug where a prisoner can get stuck in his cell, I had one that was in my prison for 300 hours after his release. + They won't get released if you have "sleep" on the regime. They leave the moment the sleep time is over.

I do not have any cells as its too early in the game. Just the large single room holding cell. Picture when i get home.

Well the fence shouldn't be a problem as long as it has an exit (For you know.. People to get in and out.) Is he standing on anything?

just the floor. i can have a guard move him whereever he needs to go, but he just keeps standing there. and the fence might be the issue then. it is completely surrounding my entire outside perimeter of the building. The problem is no matter what I do, I cant delete a fence block.

You can "delete" it two ways,

One: Buy a door and put it where you want it, this will take replace the wall part
Two: Go into where you buy walls/Floors and at the bottom should be "Destroy wall"

(Kinda bad on the details, but I don't have the game up.)

I have tried removing, demolishing, bulldozing, even replacing dirt or concrete in its place. Tried the destroy wall, when i hover it it says it wants to construct it. but the workers just never do it. maybe the door will work.

The only thing I guess I hadnt tried was putting a door on it. thx ill try that when i get home.

Could be that you locked them in
And they want to get outside and do it.
Try hiring a staff outside the fence.

I have a bunch of 's stuck in their cells, on both of the saves I mainly use.

I have the same problem. One guy hasnt' been released for over a week while everyone else leaves fine. I can't even find the poor guy myself and I've looked during meal times when they shoudl be together. Am I misisng some way to locate a specific prisoner? it's just a constant message on the left now that he is being released..

It sounds like the fence is blocking him in. Also as your prison door is also an exit. Wont the guards open it and everyone escape?

You have a "Prisoner" tab, where you can see all prisoners. If he is released, it should say it under his name there.
