Report a translation problem
1. The building you're trying to place the wires in is closed off so no workers can get inside.
2. You've trapped some workers whos job it is to place some wires so they can't get there.
3. You've trapped the source materials somewhere so the workers can't get to them.
Since you just said every time you make a new building, I assume you're doing something wrong with building the foundations by closing it off or something.
But, as jhendriks87 said, we could help much better with a screenshot (preferably zoomed out quite a bit to see the whole prison) instead of just guessing.
1. workers can keep building at other location. It's possible that one bundle of cable is stuck somewhere in your huge prison and one particualar "stupid" worker is trying to reach it. Therefore, you should try to locate if such bundle of cable exist first. Usually those cables are either stuck at those 1-width corridors (if any) or at those crosswall if no walls are fully enclosed.
2. the red X area expanded. It could mean that a few workers are stuck in some other locations. You should try to help them manualy move around.
Last but not least, remember this isn't Simcity 4 kinds of construction so don't over build anything as the queueing might messed up once a while.
