Half of road not used?

Im building a prison with 2 identical halves.

I marked out the deliveries, exports room,garbage etc on both sides of the road.

However, i noticed that the workers only deposit the items on the right side and the stuff there never gets removed. No trucks appear as well :P

Is it intended or did i do something wrong lol :P

They tend to only pick up stuff from one of the zones.
Best to avoid having more than 1 for now.

Having two delivery rooms at the same height on opposite sides of the road can make the game go a bit iffy.

I tend to find if you're planning to use both sides, Put Delivery Export and Garbage on the left of the road in their normal places and on the other side put storage opposite them on the right side of the road. Runs perfectly and gives you a lot of storage space to deal with.
