i cant do facilitate 20 inmate family visits

why not? ok i had the same problem a while back. its all in where you place the new visitation building, or at least for me it was. if you look closely, kind of in the middle of everything you kind of see a space thats empty, big enough to make a foundation for a building. make your visitation room there and it should complete.
