Staff room has no prisoners asigned?

I built the staff room and matched all its requirements and now it says it doesn't have any prisoners asigned to eat there as if it's a canteen

Did you do a search? There are literally dozens of topics on this already. I think the beta opt has the bug fixed. I still have a mod in the workshop that's gets rid of the error if you are using an older version.
