btw why not make the drops regular, uncommon,rare, and epic?
Better yet, how about some design beyond Diablo loot. First, drops should be separated into different "stacks" of mods and tech, with special items being subcoms and slots. Then they should be randomized by permutation rather than a fresh random die-roll every damn time (sick of getting compression tech 4x per game). Then each system should have some hint as to the category of reward when it's adjacent (*before* you have to commit to fighting). Then a player would have some choice and opportunity to seek out and fight for the upgrades they need.
Rules could also be introduced for trading upgrades for subcoms (say, two for one). Or maybe subcom systems are two opponents and you have to beat one for the other to join you (again, visible that this is either a tougher system, or explicity one with a second commander).
