Vsync?
Dug through the config both in game and the directory and didn't see an option. Is there really no vsync or did I just glance over it?

pretty sure there's none. FISTS CLENCHED SHAKING SKYWARD RAGES

For all the other graphic settings they let you tweak on the port, they didn't add a simple vsync. gg

Use D3doverrider to force vsync, works a treat.

Yup. Use D3Doverrider

No need. Went into the Nvidia controller and forced it. Works fine. I searched for the overrider but couldnt get a decent stand alone. Thanks for the suggestion though.

The pcgamingwiki fix does nothing for me. I've had a screen tearing issue since a hdd crash and fresh install of Win7. For some reason the drivers think I've got a second monitor connected to my laptop and it screws all kinds of ♥♥♥♥ up. Usually I can just enable vsync to make it work but TLR doesn't want to know. I'll try D3Doverrider.

I use ati tray tool to force vsync and tripple buffering

I've tried that with catalyst and it makes no difference at all.

nvidia controls work fine. Forced it and have had 0 problems.

Throught this might be old, I had the problem.

Note that, if you force the VSync throught your driver manager, there is a really good chance that you might have to do the change in the settings in-game as well :

Copied from the link posted by OnionPowder
1- Navigate to %USERPROFILE%\My Documents\My Games\The last remnant\RushGame\Config
2- Copy the file RushEngine.ini to a safe location
3- Now open the version located in its original location (%USERPROFILE%\My Documents\My Games\The last remnant\RushGame\Config) in a text editor
4- Find the line [SystemSettings]'
5- Change the line UseVSync=FALSE to UseVSync=TRUE
6- Save the file and open the game

NOTE : Do not change bDisablePhysXHardwareSupport=True to bDisablePhysXHardwareSupport=False As the game freezes and won't respond until the value is set to True

Even if you select to force the settings, some games/engine force the features to be disabled. Whenever that happen, it's actually worse to force it for the ressources required.
AMD Cataclyst have 2 options : Force it all the time (which actually add an additionnal filtrer which actually take a bit more ressources) or Force it when not said otherwise by the software/engine (this one is better as it doesn't force an additionnal layer to calculate the VSync.)
