Can't change my resolution no matter what.

Welp this purchase is off to a great start. I just got this game and it boots up into a 4k resolution, while I'm on a 1080p monitor. So now everything is wonky, can't click on half the buttons including the graphical settings button. I have gone into the booter many times changing it to various resolutions, from fullscreen to windowless borders, and it's just not changing. Does anyone have a fix or should I just refund?

Did you try to edit your settings in-game?

If so, you might want to do it through the launcher: Right click TM in steam libary --> :Launcher

Delete the settings file located in the Windows user documents... Maniaplanet\Config\Default.SystemConfig.gbx (it will be created automatically at the next start).

I've been having this same problem. I got a 144hz monitor and now it forces a 4k resolution on that single monitor (which is set as my main monitor). Deleting the config file didn't work (and interestingly enough, the default resolution is 4k after launching the configurator).
