So, I played 2 times trough the game and never seen a naked guy.
Also I've seen a mall level and a destroyed city level in screenshots, but I've never
seen them in the game.. help?

On Campaign Special Delivery and on level 2 Shanty Town you can see Naked Guy :)

It's the Earthquake level where you can spot a naked person, not Shanty Town ;)
