I think, providing there is not one already in there, the best way to do a German campaign for this would be to have the campaign begin at the start of Operation Barbarossa and end with the Germans pushing the Soviets all the way back to the Volga in Stalingrad then they could end it with a cutscene of them thinking they are going to win or something. And have the campaign lead right into the Soviet campaign.
Case in point.
I'd like to see a Battle of Berlin map where you see how long you can hold off the Soviets from taking the city. Give it its own leaderboard thats scored by the time.

Also when the Russians finally came to Germany, they had unconsented sexual intercourse with all our women and even girls, as young as 8 years old. The Russians also treated the Jews like crap, even to a point that some jewish prisoners commented that the NAZI's took better care of them. Remember that Russians were even worst that the Germans, only of cause they won and we lost. By the way I don't mean to put-down or insult Russians or Russian war-heroes, I'm just stating the truth.
Just a few weeks ago, Relic dropped a very pleasant surprise on fans by showing off the new Theater of War mode, which is a cooperative single-player mode that serves as a bridge to multiplayer play. The title will ship with the 1941 pack of Theater of War missions, including nine German and nine Russian missions. That’s a huge amount of additional content considering that the single-player campaign itself has just 14 missions.

The same would be true of the German side in 1941-42, but after that things were pretty grim.
I would guess that an expansion, which has earlier setting factions, would be a good one for focusing on a German campaign.
