Game Works Fine (fixes)
Most video problems I have read about on the forums are fixed by starting the game and clicking Options. So this fix is for everyone.
MAKE SURE THAT YOUR INGAME SETTING HAS THE CORRECT SCREEN REFRESH RATE BESIDE THE SCREEN RESOLUTION
You can find out what that should be by looking at the windows control panel at:
Control Panel\All Control Panel Items\Display\Screen Resolution -> Advanced Settings -> Monitor

ALSO:

Edit E:\Program Files (x86)\Steam\SteamApps\common\Cities XL Platinum\Data\Config\GlobalSettings.cfg

Generally recommended fix for everyone to improve game stability (maybe just for anyone) Should reduce a common lag and crash problem.
<PoolSize>4096</PoolSize>

To reduce lag if you are getting it (apparently only with larger cities)
<VisibilityEnabled>1</VisibilityEnabled>

For further lag reduction and/or sluggish computer (turns off rendering of some ingame graphics)
<ProcessEnabled>0</ProcessEnabled>

Video settings probably not the cause of many problems but making the first line say 1 instead of 0 should put the game in a window and then the next two should define the size of the window. (I have not actually tried this)
<Win32FullScreen>0</Win32FullScreen>
<ScreenWidth>1920</ScreenWidth>
<ScreenHeight>1080</ScreenHeight>

SAVE GAMES are located in
C:\Users\<MYUSERNAME>\AppData\Local\Focus Home Interactive\Cities XL 2012\live\offline\solo

You should regularly backup everything in the above folder.

I tried this, and while I did notice some improvement, it's not enough to really make the game enoyable. I don't have the best computer, but I would think it could support a game like this... I read somewhere that this game was built on LUA and that's where the problems come from. I don't know...

I really want to love this game, because I feel like this game gives me everything that the new Simcity is lacking, which is a touch of realism and open spaces. It just sucks though because once you get a city going the FPS just drops to hell... Even constantly restarting it isn't enough. As soon as I get into the game my FPS starts spiking if there are a handful of things going on.

I really wish there was a surefire way to get the game running smooth... But unforunately I tried everything mentioned in this thread and others, but no success.....
