Won't start anymore oO

I bought the game a while ago with the nice discount, played it on my laptop and then wanted to continue playing on my desktop pc - as I'm not willing to download everything again I secured the game data via steam function on my laptop and restored it on the desktop pc, wanted to play it now: Couldn't start, unknown error.
Nice that even Steam doesn't know whats happened ... maybe one of you has?

First: What exactly made you think I could speak or even read purtugese (at least thats what google said is your language, because I - can't - read - a - single - word).
Second: It works fine on my laptop (Win8 as it is my desktop), I tried clearing the appchace and so on - nothing worked so far. oO

i have the issue when i click play, yous hould copy the bottom of your latest log file here so the people who know this stuff could help. myself i cant find help and im kinda depressed for paying 13euros for a game that wont launch due to the ♥♥♥♥♥♥♥ steam cloud update, right after it it wont play no more. Tut works but not the play button. its like insta crash. if i get a change im so going to sue citiesxl for ♥♥♥♥♥♥♥ my ass up with 13 euros lol srsly i was pissed off and they should update these errors ♥♥♥♥♥♥♥ lazy bastards

I also have problems with launching Cities XL... I think the problem i either Windows8 or Steam (most likely Windows8) I could try to buy the game at gamestop or something, but i have already spent 29,9€ on it. I want my mony back!

1. Click Start then Run or press Windows and R keys.
2. Type DXDIAG in the Run window and press Enter key.

1. Click Windows Start button or press Windows and R keys.
