go to c:\program files (x86)\steam\steamapps\common\cities xl platinum and search for files created or changed on date 2/19/2013 and you will see steam auto update did its job on that date or whenever you next connected to steam on or after that date
if u had purchased it bore that date you would have say that they did do an update
happens with a lot of steam games because of how steam updates are done
but i and other did get a download that date
running it on window 8 64 bit
its actually a good city builder you can make huge cities with nice graphics.
its more of a city builder than a city simulator, although that is there too
if u have any doubts wait for 75% off summer steam sale.
it u cant wait $20 is a good deal.
the game does not crash as population grows it just gets slower since it has to do more processing
the game is very stable, ive not had problems.
if u google u see lots of gameplay very nice cities, if u go to xlnation.net u see hundreds of mods, maps, fixes, addons, enhancements, new features, buildings, and every thing imaginable, plus over 40,000 active members.
most games do not hae native mutlthreading including latest simcity 3
its just how games are written
nothing going to fix that easily anytime soon

different game different engine different language different everything same issue
when these engines were created it didnt matter cause people didnt much more than 1 cpu and at most hyperthreading. very few had 2 cores
there is no drm other than steam that i know of. im pretty sure u can play it in steam offline mode. its no online,originally it was an online game called cities unlimited/xl but that was long ago and since 2009 i think its been single player only with no online.
