Yea, it is happening to me too. Ive tried pretty much everything.. updating steam, running as admin, completly reinstalling game, tried all the "internet" solutions aswell.. This is happening to several of my games and Steam can't be bothered to actually write back on my support ticket. So i guess it's just money out the window for me :( Will keep looking for a solution, and post it if i succeed.

Microsoft Visual C++ 2005-2008-2010 x86 & x64 really helped me. But before installing it you should delete all the previous versions of MVC.

yeah make sure windows, drivers, c/c++ runtime, .net runtime, directx runtime, etc are all updated
