How to unlock the "Institute of Agriculture"?

Title says it all, I have unlocked the Silo and Fertilizer, but the Institute doesnt state the requirements.
It only says something along the lines of "you need more of that resource".

Hmm Im not too sure but I simply just kept on building more farms and eventually it appeared lol.

Do see the tutorial on how to build farms efficiently if you have not! I learnt quite abit from there

Too bad I can't build more farms on the map I'm playing on :D Shouldnt have started my city right on top of the fertile land ;)

You need to build 10 farms for a silo to unlock, then you need a few of them to get the institute, meaning the number of farms has to raise accordingly.

There is a better way, I hate to be limited in my building choices, when the product is available and locked for stupid reason. Just enable full building unlock from the cheat menu and magic, you can place all building from start, no limits. And please visit xlnation's site for content such has tools or building, especially the UI mod and expanded transport network.
