Pay to skip waiting or pay to fashion.

Anything that has impact on the gameplay is available for everybody. Only thing is that when you build a weapon after farming all required materials you have to wait 12 or 24h for it to build. Building a new playable warframe takes 3d, 12h.

So if you have even small amount of patients, you have nothing to worry about.

Technically, its both.

You are free to pray to win.

But if you are seriously just really bad at spelling and don't know how one of the most easiest word is spelt and you actually meant play, then its free to play.

Later on, when you get into the game you can start making the premium currency called Platinum which is used for slots (slots aren't capped so you can buy as much as you wish), reactors/catalysts, cosmetics, and more. Though, it isn't advised to buy any full Warframes or Weapons with Platinum because you can farm them ingame via various ways or buy currently vaulted prime warframes from other players. Achieving Mastery Rank 2 will allow you to trade at a dojo if you're in a clan that has a trading post or Maroo's Bazaar on Earth, though it is heavily advised to learn the baseline prices for things by using https://warframe.market/ (you can also use this to sell your items, too).

So with that being said Warframe is NOT pay to win and is more pay to skip or achieve faster, but even IF you do buy things with platinum such as Warframes or weapons from the Market, you still need the mods to be able to actually make those useful and as a new player YOU WON'T HAVE THOSE right away. Pretty much all of the mods necessary for a lot of things can be easily farmed ingame.

Just expect to pray to RNGesus (for free) for things later on:

huh? hard decision indeed - "pray" that he/she goes down after getting 10 reactants BUT b4 the rotation for the relic ends - that would be the "diplomatic" solution, i guess ^.^
