How to fix Doom 2 on Windows 8 or Windows 10 without source-codes or downloading programs
So, getting Doom 2 to work on Windows 8 is not a long, nor difficult task. I'd like to point out that I did actually get my help from the internet, but I did have to improvise a bit.
First, go to OS (C:) > Program Files (x86) > Steam > steamapps > common > Doom 2 > base
Right-click DOOM2 and go to 'Properties' then set compatability mode to Windows 95.
Then, go to doom2.conf and open it with Notepad.
Change 'fullscreen=true' to 'fullscreen=false' and 'waitonerror=true' to 'waitonerror=false'.
After that, go to doom2m.conf and do the same thing.
Then, open dosbox.conf and scroll down to where it says 'waitonerror=true' and change it to 'waitonerror=false'
Make sure you save these changes and close the files.
Go to your Steam Library and go to Doom 2: Hell on Earth and click 'Play'
If it still doesn't work, like it did for me, go to doom2.conf and change 'fulldouble=true' to 'fulldouble=false'
Do the same thing for doom2.conf.
After this, it should all work.

P.S. This will work in any game that uses DOS box such as Doom, Heretic, or Hexen.

EDIT: Someone found an easier way. If you want the quick boring way out, try this. (I kid, do this but I'm keeping my solution because it took me ages to find that)

I found a MUCH easier fix. Instead of doing all of that, just change [sdl] output=ddraw to output=opengl. This fixed both my Ultimate Doom and Doom II games without changing compatibility modes or losing fullscreen capability. Hopefully this helps some of you.

Every time you get to the title screen, no matter what version of the game you're running, you always hit SPACE or Ctrl.
I didn't think to include that bit because that's how it is for every id Software game released before 2003.

I've done the exact same thing for Doom, Doom 2, and Heretic and it all works fine. Did you forget to change doom2m.conf?
