City Troubles
.. on occasions my cities don't offer me a choice between the city types. They stay just City and level to past level 40+. I can't get any of the implements.
Any idea what cost this trouble?

They level without giving you a choice?
And they level up to Level 40+?

Definitely sounds like a bug ...
there should only be 5 levels, with each level giving you a choice between city types / special buildings.

Maybe it would be a good idea to put this into the official forums:

There seems to be a "race condition" when you re-load auto saves. You seem to get a sort of 1/2 turn when you load them. Like units that still have travel distance left ..get moved. Or cities that are about to level get leveled but miss the level pop.

Lets say you have a unit or army with 3 steps to a quest. You tell them to move to quest. They still have 1 step left to go. You move all your other unts and are ready for a Turn. No others have moves left. Execute Turn. At this point that 1st army has 1 step left to quest but you don't do it, you get distracted by dragon or other battle and it goes badly ..and you decide to re-do it. Load the autosave. That 1st army gets moved and you have the Quest start.

Doesn't happen othen but does happen, even without the Quest on the last step armies get moved its just not so obvious without the Quest ..and does not always happen.

Something similar with the cities, thier population and a level pop. If you listen carefuly you may hear the sound/music that happens when a city levels and is going to give you the level pop choice. But happens every turn but you don't get the level choice.

Not sure I wrote all that clear enough. Its tricky..

Another unrelated city problem was found when defendeding a city/fortress. On the first attack the city defenders are there. On a second attack in the same turn the city defenders are missing and only my stationed troops are present for the battle. That took me by surprise!

So you can eliminate a city's defenders by attacking a city with a scout first and then your army later that same turn.

It may take a Turn between or a "city improvement", like a new building, to get the units back.

None of my cities have been attacked since the first week or so, by armies.

When I sack a city I always build/rush something so the city defenders come back, or rather are replaced by my guys. (minimize unrest ..etc)

"Loosing a battle", even with a scout, is points against you for the other factions. Making you look weaker and more likely to be attacked.

Just to check, if you're talking about one of the wildland cities such as Deorcnysse, that may not be a bug. Deorcnysse continues to gain levels but never advances beyond a village (so it cannot be specialised as a town, conclave or fortress). It is a special wildling village but you could capture it from an enemy faction if they cleared the wildland first.

that's the city in question as in the old version it would transform to a normal city, but not here, level 44+ as I noticed it never evolved.

Deo' "devolves" in FE. Once you capture it the amazing E count slowly disapates. You can fill the E slots with spells and the all stay but there boost shrinks. eh? what?

Meditation, cast it for +6 mana per' turn and add in 5 other spells. A few turns on the 6 spells are all there but the boost is less, Meditation is now +5 mana, then +4 ...etc. And all 6 are still there, shinking as well.

Its been awhile since I've seen it and my not actualy be 6 E slots, maybe 4 or 5 then added Scrying Pool.

Its also very rare, in FE. I might have been in for a 1,000hrs before I saw it. 3K hours in and I've only seen it twice. (in FE)

1) My point here was that you shouldn't have to do anything to get the defenders of a city back. They weren't even killed in the first battle. Even if they are lost in a battle they should be automatically replaced without you having to do anything. I just think this is a minor game flaw.
