With a SOURCE port (which is the only way people play it usually) yes

I would recommend zandronum if you fancy multiplayer, or gzdoom if you want pure looks.

Also, give brutal doom a try

Windows 7 classes as Vista compatible.
Windows 8 may also be considered Vista compatible.

I am helping someone code up an installer for Doom (Shareware) with Source Port selection as a kind of Open TeamPlay 'Light'.

They haven't finished it yet, but it downloads two files from the SourceForge mirrors with a progress bar and works OK so far. It should be ready in about 6 to 12 hours time with support for at least one Source Port.

I'll make a note to make 'I have the full version, let me play it' as a feature request.

Link here:

UPDATE: v0.81 : It's pretty much done, except for source port selection and extracting/moving some files.
- He needed some help with a download queue saying it was finished when it still had one item left to download.
- I'm testing it now, and I've fixed up the source code somewhat.

If the above link works for DOOM (v1.9, Shareware) then you can get Steam DOOM working under Windows Vista / 7 / 8.0 / 8.1, etc.

Just out of interest does Doom (DOS/4GW) run under Windows 7 (32-bit) without major issues?
Or does it need DOSBox still? (for the original game, at the original resolution that is).
