If you ever buy a steam game and it fails to launch that should be where you look first. Most of the time it fixes your problem. Ive had probably 6 or 7 games that required me to do this in order to work.
Secondly it goes without saying you should have the latest drivers installed for your video card.
Thirdly, "verify integrity of the file cache" in the "local files tab." - this fixed 1 game for me once.
Finaly, for me, again going to the games local files, going into the "bin" directory, right clicking on the file "Godmode.exe" and going to properties, selecting the "compatability" tab and checking the "run as administrator" box got the game working for me. (This had to be done after the june 13 patch, game ran fine before then).
These are sort of the first things you check when any game fails to run. Hope this helps.
