Ok, So I've updated the engine on my MAN truck to the top engine and still can't seem to get past 55 mph. Is there a speed govenor on these trucks?

Sure it is ;) Are you a TDU2 Veyron like racer or why would you need overspeeding? If you need a tweak then try to apply some mod that allows you to drive at up to 150mph or something which is quite unrealistic - this game is not about that imo.
No, I don't need to go 150mph. It was only a question mostly to try to understand the situation and to make smart decisions when it comes to upgrades. Seems there's very little point to upgrading my engine when it gains me nothing. In many areas, the speed limit is higher than 55mph, but I can't get there even with the best engine. So now I know.

Yes, because in the EU, all trucks are electronically limited to 55 MPH (90 KPH) by law. Probably for a good reason going by some of the turns, you wouldn't want to go faster than that. It seems that getting a better engine is more about torque and acceleration then speed (even my bone stock low end Scania can get to 100+ KPH if the road is straight and flat enough). However, speed limiter mods are pretty easy to find.

If you want a better chance at maintaining your speed on inclines, you really want to upgrade your engine. Also, as Demache mentioned, the extra acceleration is a really useful thing to have.

Oh god those on ramps where you go uphill. Your basically crawling at 25 KPH and trying to merge on the freeway. I can't wait until I can afford to get a better engine.

Yeah, those are the worst offenders. The single lane 270 degree turn on ramps in particular are horrible with the smaller trucks. You can't even try to fudge it by carrying extra speed into those, because the turn is so tight and abrupt that you'll just roll over.
EU trucks have limiters, that stop them at, I believe, 56MPH

Upgrading the engines has nothing to do with your top speed. It allows you to accelerate better when carrying heavy cargo, especially when going uphill. It's definitely worth it just for that perk alone.

I rented a top of the line volvo from the quick jobs section and used the no- limit mod.... That was a lot of fun, and extremely dangerous! At one point I rolled over but I hit a burn next to the road and it threw me back on my wheels only 2% damage!!! :D
