If your TV has a "Just Scan" or "1:1" size mode, make sure it's set to that. In the video card drivers control panel, make sure that "Overscan" is disabled.
All that being said, I have an old TV, and even if it's set to "Just Scan" and overscan is disabled in my video card drivers, the TV will still cut off the edges. So, your mileage may vary :)
Hope that helps!
