1) Try setting your Texture Detail settings to high
2) Without being very sure about this, try deleting your settings.xml file on "C:\Users\USERNAME\AppData\Roaming\Longbow Digital Arts\Hegemony Rome". And run the game again. Verify cache if running the game doesnt fix that.

We've discovered that the latest version doesn't properly install safesettings.xml after a startup error, so if you were relying on that, that would be a problem.
When you say you're using safesettings.xml, did you literally copy safesettings.xml into C:\Users\USERNAME\AppData\Roaming\Longbow Digital Arts\Hegemony Rome/Settings.xml?
There's another significant performance issue in large sandbox games in the late-game. The fix for that is coming in the next version. We're hoping to release a beta version of 2.0.5 tomorrow, so watch the discussions if you're interested in switching over to that version.
