but you say new laptop. is it a newly installed windows 8? because that may be an easy fix.
there may be a missing microsoft .dll (MSCVR.dll I think) or you might have the wrong version of some microsoft runtime which the game needs to run.
happened to me with a fresh install of 7, and a whole lot of other people with 7 and 8. I don't know if they bundle the required files with the game as a redistributable like they ought to, but check that first.
the devs hadn't got a clue what was wrong the first time round. the community told them what file was missing and how to fix it.
