Secret World, Guild Wars 2, you pay the client and they have a cash shop.
There are many others like that but those two are the ones i play currently.
This kind of games are called b2p (buy to play).
You buy the game and then you play it completely free or use the cash shop if you want.

Secret Wars and GW2 dont permanently lose your BOUGHT items as soon as you die.

Yes you are correct, most games out there, you dont lose your stuff when you die.
This is basically what makes this game different.
The purpose of this controversed "feature" is to add an element of high risk, not to take your money.
In a "normal" game you can go ahead and attempt something crazy, you die and the penalty is usually symbolic.
Here the penalty is very harsh and thats exactly what adds value to everything you manage to achieve.
It adds value to the players that are helpful despite being killed by other players, it adds value to the friendly people you find that wont backstab you to take your stuff even though they easily could.
Its a rough world out there, but surprisingly you will find great people too, and you will appreciate this much more than in a standard game where there is no risk.
I agree this is a game that is easy to hate, but if you can see past that, you will discover a whole new aspect that other games cant offer.

If that really happened he should send a ticket and get his items back.
If they dont honor his request, then he should post on the forums with details so the other players know of the company's wrong doings.

The thread he makes will most certainly be deleted and he will either receive a ton of warning points along with a temporary ban from posting OR just a flat out ban for "trolling" or "attacking and deflaming".

You can't even say they're strict over there. They're just so corrupt that they will abuse their power and remove all those who speak out against them.
