if you bought it on steam send them a ticket, ask for a refund

Just google, "WarZ problems" or "WarZ hacking" and paste all the bad info about what is happening in game. From uncontrolled hacking to features not working, game breaking bugs like the fall damage(death bug), promises still not fullfilled. As the above poster commented just explain nicely why the game is unplayable and why you are requesting the refund and if necessary link to some reputable articles in your request.
From what I hear, you have a couple hours or a day to get a refund? I am not sure though.

Steam is not forced to issue a refund according to their Terms & Conditions. That's not to say they won't do it. They want to have a good standing reputation with their customers, so to keep the customer happy, they may give a refund despite the policy. It just shouldn't be expected.

Edit: But you're right. Time is a factor. If you have 100 hours played or the game has been sitting in your library, your odds of getting a refund go down.
