This is one of the worst ideas that I have ever read. Go play any other game that has this feature and see how it is abused and worthless. Either PvP is on or it is off, toggle is horrible.
I dont think it is needed but this wouldnt be a horrible idea. Though it would make it easier for safe zone campers.

Actually, there's a game possibly two or three that do it really well in terms of execution.
One has a cool down, not exactly great but works nonetheless.
Another has a 10 second period that switches it on and a 10 second period that switches it off so it's not instant and not able to be abused.
The third one has the normal on and off switch in an options menu, which requires you to access the options settings and toggle it on or off then proceed to enter the game, all three work differently but all three are also effective.
Why try to play game again that even yourself said is badly done, why not just refund (ANYONE CAN LEGALLY REFUND, just print off the War Z home page and send it to payment method, as it is shown to be a COMPLETELY different game on there, thus you paid for something you did not receive) and purchase ARMA 2 and download Day Z, even though Day Z is a mod and War Z is a game made by "proffesionals" (I sue the term loosely) and yet you will see the difference straight away, you will NEVER go back to War Z.

Nope, in some games PVP is a toggle option and works quite well, take "dead frontier" a much older zombie game from an over the head point of view, that game has it downs but it by far surpasses War Z in everyway.
You contradict yourself in this post aswell. I advise proof reading before pressing "post comment" next time.

But without the cash shop you'd still be killed by a player with an uzi with more rounds than he will ever need wearing a cowboy hat and a backpack. If you have literally no items.. someone who has been playing for an hour will be able to take you out with a melee weapon or 22 they found and a player who has been playing for a long time will STILL have gear that you can't compete with and (much more importantly) will probably be with a group of friends using voicechat to hunt players like you down.
This is more of an issue with the genre itself than the fact a cash shop exists. Players who have been playing longer will have an advantage over new players.
or you can just deal with the trials of being new to the game and get better at it. Virtually any game has some skill or knowledge barriers to entry. Making new players invulnerable would be at the expense of current players.
You only lose your best items if you carry your best items at all times. Unless I just picked up something awesome I tend not to carry anything I'd be sad to lose. The threat of potential danger is the only reason to even play this sort of game. It is the difference between a relatively uneventful hour of walking between towns and scavenging them into a non-boring experience. The fact that you (if this is the sort of game you can enjoy) need to remain vigilant at all times keeps you tense and on edge.
I also find that I have a LOT of control over how often I die. If you play the game you quickly learn where the hotspots are and can choose to avoid them when you don't feel like putting yourself at extreme risk. In a typical 5 hour play session I will likely die once or twice and the last death of the day is generally due to the agreement that we all go to a place that we KNOW is a terrible idea and will result in us dying.
But it is exactly as you said, this game only appeals to a specific player base (as does this genre at large).
