Yes, depending on your computer spec's STEAM as well as any other background running programs could cause a drop in FPS. With that said, WarZ has been struggling with optimization since release day, which is also attributing to the crappy gameplay you're experiencing.
In consider to your question, deactivate steam comunity in-game in the game settings trough steam, lower all graphic option to LOW, or off if possible, run in window mode to avoid "ramdom" crashes", and if that doesn't help you, well nothing else will mate.
