Can passengers "teleport" to nearby roads?

I built a elevated bus-only road system on top of public roads in hope of avoiding the heavy traffic below. But it seem that passenger can't get to the stations on the elevated roads. (The system is not at all connected to the public roads)

They cant, you may want to use footpaths which can be used by pedestrans and trams (if you place the tracks) only.
