This is the original soundtrack. The one you're referring to is compiled by someone on the Internet from a different variety of games. But it's very good so most people consider it the original soundtrack.

Duke it out in DC didn't have a soundtrack, it just played the songs from regular Duke 3D.

I beg to differ!!! If you watched a guy on YouTube named GalleyUK, he's done a walkthrough of "Duke It Out In D.C." on his channel, and the soundtrack was quite different. In fact, the level titled NUKED FILES had a soundtrack very similar to the TV show "The X-Files"

He used a music pack mod put together by a fan. It's not official (and probably not exactly legal as it uses music taken from various sources).
I played this expansion back in the day and they never had music made for it.

That clarifies the legality question. But it's still not official, and IMO even though it contains some good songs it doesn't fit well with the bleak tone of the episode, nor fit well with Duke 3D's soundtrack or even very well with the different songs themselves.
